What began as a study of tree moss in Portland ended up revealing high levels of arsenic, cadmium, nickel and lead in the air in SE Portland. In April 2016, Governor Brown announced a new program, Cleaner Air Oregon, to overhaul industrial air toxics regulations. This program is led by OHA & DEQ.
